How To Make a Website With Dreamweaver?

Rightio, I want to create a website =D (I’m a beginner so bare with me!)
(Not just a HTML thing, like, with a .com link and such)
A simple one, just going to host quotes/lyrics/etc
I also what it to allow people to post stuff.. ^.^
Where do I buy a link from? (like, in order for it to be hosted sort of thing) + I don’t want heaps of SPAM sort of stuff :S

When creating a web page, I use dreamweaver yeah? (if not dreamweaver, which Adobe Product?) Do I make a:
HTML
CSS
Action Script
ASP
JSP
PHP
etc etc all that junk?
(I know most coding for websites, so don’t worry)
And~
When I have created my website, do I just upload the file (dreamweaver doc?) to the website in which I pay for? Or do I create it on the website?
(I don’t want any Free-Bee thing which is full of adverts and lag)
